The budget for the Coastal Aquaculture Authority is provided
under the budgetary provisions of the Ministry of Agriculture.
The accounts of the Authority are being maintained by the Pay
and Accounts Office, Department of Agriculture & Cooperation,
Chennai and are incorporated in the annual accounts of
Ministry of Agriculture.
During the financial year
2005-06 (22 December 2005 to 31
March 2006) and
2006-07 (01 April 2006 to 31 March 2007), the
Coastal Aquaculture Authority incurred an expenditure of Rs 22
52 689/- (Rupees twenty two lakhs fifty two thousand six
hundred and eighty nine only) and Rs. 68 60 200 (Rupees Sixty
eight lakhs sixty thousand and two hundred only) respectively.
During the financial year 2007-08 (01 April 2007 to 31 March
2008), the CAA incurred an expenditure of Rs.61,26,159/-
(Rupees sixty one lakh twenty six thousand one hundred and
fifty nine only) and the break up under various sub-heads of
expenditure is given below:

This Authority
was functioning as a subordinate office till Dec’2009 and the
accounts were maintained by the PAO, Ministry of Agriculture &
Co-operation, Rajaji Bhawan, Chennai. However, this Authority had
received grant-in-aid in Oct'2009 and started to incur the
expenditure out of grant-in-aid w.e.f. 01st Jan'2010. Accordingly,
this authority is maintaining the books of accounts from 01st
Jan'2010 in the prescribed format under clause 15 of Coastal
Aquaculture Authority Rules, 2005 for submission to the Comptroller
and Auditor General under Sec 19(2) for their audit.

The budget
for the CAA was provided under the budgetary provisions of
the DAHD&F, Ministry of Agriculture till March, 2009. The
accounts were maintained by the Pay and Accounts Office,
Department of Agriculture & Cooperation, Rajaji Bhawan,
Chennai and are incorporated in the annual accounts of the
Ministry of Agriculture.
As per section 16 and 17 of the CAA Act the Central
Government have to pay the Authority in each financial year
such sums as may be considered necessary for the performance
of the functioning of the Authority and the Authority shall
have its own fund and all sums which may from time to time
be paid to it by the Central Government and that all money
belonging to the fund shall be deposited in Bank Account.
Accordingly it was decided at the 19th meeting of Authority
held on 12th December 2008, that fund allocation to CAA
should henceforth be in the form of Grant in Aid.
Ministry of Agriculture, allocated funds as Grant-in-Aid in
October, 2009 under the Sub-head of
090031 on 18th September, 2009. The Authority has started
utilization of fund from its Bank Account
with effect from 01st January2010 and is maintaining the
account in the prescribed Performa.

Accounts of CAA for the year 2009-10 under the section 19(2)
of the CAG’s (DPC) Act, 1971 was audited by the Office of
the Principal Account General (Civil Audit), Tamilnadu from
25th to 27th October 2010.
